The bill in Connecticut that would spell out when public safety officials could use their emergency alert systems, and when not, has failed. Representative Clark Chapin (R-New Milford) tells us the legislature's public safety committee decided against voting on the bill before a deadline, thus it's dead for now.
As reported in our earlier post, Representative Chapin wanted to make sure that alerting systems were only used in emergencies - unless citizens opted in to receive "informational" alerts.
