When to declare that you are "Operational" at a new EOC? You are moving to a new EOC and you still have a functional EOC at the old place. This question of when to become "operational" at the new facility is a challenge. You want to say immediately, as soon as you move in, but it is not that easy. People have never worked there before, you may have a new phone system, audio visual capabilities, and different operational concepts because of the new configuration of the center.

The danger is in saying "we are ready" when in fact you are still there and unpacking boxes and not all the systems are really ready to go. They wanted you out of the old building and now here you areâ€"moved, but not quite ready.

At the King County OEM Regional Communications Emergency Coordination Center (RCECC) we had a fire that happened two weeks after we moved in. We activated and handled the situation, but I was glad it wasn't the really big one at the time.

Places that really work these switches really well are 911 centers. When they "throw the switch" from one location to the otherâ€"it has to work.

Just remember, EOC activations for events are generally not plannedâ€"it could happen at any time.
