Lone Wolf Theory and Other Trends
July 06, 2009

I've been reading lately that there seems to be a trend towards thinking that "lone wolf" extremists may be the major threat. The more time that passes from when we were attacked by an organized group this thinking becomes more attractive--especially when you are trying to justify the investment in dollars that the nation is making on homeland security.

The other place you can spot trends is at conferences. The comments below are Tom Symond's wrap up on his conference report. This is reference the last UASI Conference held in June. Maybe there is a tidbit for you in his comments below. Note his reference to Web 2.0 topics.

• This conference continues to be the most valuable conference of its kind in the nation. It is organized and run by UASIs and not the Feds: DHS is a guest.
• There were longer breakout sessions this time which allowed for more in-depth presentations and, in most cases, longer periods for Q&A. Of course, longer sessions meant fewer sessions available. But I think the tradeoff was worthwhile.
• Much heavier emphasis on the planning, training, and exercise activities, including those promoting more connectivity with citizens.
• Communicating with citizens (Web 2.0 applications) was a major thread and will likely become a more prominent feature in future conferences.
• Although there were two threads about IEDs, I did not think there was as much for law enforcement as in the past.
• CBRNE remains a focus.
• An MMRS conference is taking place on Friday. In future years the MMRS will have its annual meeting in conjunction with the UASI Conference.
