"If it was easy, it would already have been done." Emergency management is hard work. Taking a program from being one dimensional and single jurisdiction focused and making it into a regional program is even harder. That doesn't mean that we should not work to make it happen. It will take more time, more effort and might even take years off your life, but it is what will make our communities safer in the end.
