"Logistics, if it was easy it would be called taxes." Retired Army Lieutenant General Russel Honore: I heard this quote at the 2008 IAEM Conference in Kansas City. LTG (R) Honore has had his name mentioned as a possible FEMA Administrator. I don't necessarily support that idea, but I do support his quote above. Only a few states have really gotten down into the weeds of making logistics in a disaster work. I think Florida is one of them.

Did you know that it the start of WWI was in part due to logistics. The German Army had a very detailed rail logistics plan worked out and if they were going to be in position at the appropriate hour, then a decision needed to be made to declare war and get the "logistics" trains moving. Logistics has always been the tail that has wagged the operational dog of war fighting. And, it is one thing to achieve situational awareness, and another to do something about it.

Orchestrating logistics is a key element in developing an effective responseâ€"but if it was easy "it would be called taxes."
