Jeannette Sutton a researcher and social scientist who I enjoy working with has had an article on the monitoring of social media at the Democratic National Convention published in the Journal of Homeland Security and Emergency Management. This publication is targeted more at the research and academic community and the price "is not right" if I remember correctly. Nothing like Emergency Management Magazine that costs $0 which = Free!

You can read an extract of her article Social Media Monitoring and the Democratic National Convention: New Tasks and Emergent Processes

If you are interested on monitoring social media for any topic (like your jurisdiction) another tool is Spy. Type in the word or words and see what people are saying right now about____.
