I think there should be BEAR and LION grants too, but alas there is only TIGER Grants from the feds. These are focused on transportation systems and really aimed at mega projects.

The reason I mention them here on a blog about emergency management and homeland security is that I believe that transportation is the most critical of all the critical infrastructures.

When there are transportation system damages following a disaster, you can't fix anything else--even communications, until you have your transportation corridors reestablished. You cannot get supplies, people and other resources to the points where they are needed in quantity until you have a functioning transportation/road system.

There has to be someone out there to disagree with me--so bring it on! Make the case for communications...as being number one.
