He makes a case for more distributed efforts being made down at the FEMA Regional offices--that I definitely concur with. Since DHS does not have regional officers per se, the FEMA Regions can be a hub of sorts for coordination and regional action.
He makes the point that providing grants to locals is not the best way to promote preparedness, but I didn't see a strong argument for any substitute in my mind. It did get me thinking about grants in general. I'm thinking that Homeland Security Grants may have peaked and the long slow slide downward in grant dollars will begin soon, maybe with the 2010 budget. I think I'll write my next Eric's Corner Column on that topic (that will be the November-December edition of Emergency Management Magazine).
