Which leads me to the most excellent (30 page) paper "Changing Homeland Security: What is Homeland Security?"
This is an edited version of my original posting, since I've finished reading it. One of the biggest challenges is that people have different visions of what Homeland Security and for that matter, the Department of Homeland Security is all about. Both emergency management and HLS are not fully developed disciplines (here I'm making a distinction between the two) and perhaps only time and debate will resolve what the terms mean. The linked paper provides a very good discussion of all the possible definitions of HLS. Some of which you may scratch you head about. For a portion of our nation's population it is something to be feared--which is therefore something to be fixed.
