A rallying point for the New York community of first responders, this regional event will gather top leaders in emergency management, public safety and homeland security and provide a forum to share best practices, renew relationships and work on new solutions in NY for both the problems that are anticipated—and those that aren’t.

Whether emergencies are storm-related, man-made or just the day-to-day challenges in large urban and suburban areas, government organizations are expected to have the answers.

The Emergency Management Summits bring together the whole community of public and private-sector leaders to help predict, mitigate and better handle crisis situations in order to save lives and property.

9:10 AM      NYC Emergency Management Perspective

Joseph F. Bruno
Commissioner, New York City Office of Emergency Management

Although it was classified as a moderate Category 1 storm, Sandy will be remembered as one of the most devastating storms in history. As head of New York City’s Office of Emergency Management, Commissioner Bruno was tasked with keeping New York City operational and safe. During this year’s summit, he will discuss the City’s coastal storm planning, decision making, and response and recovery efforts – many of which are ongoing. Commissioner Bruno will also discuss lessons learned in dealing with Sandy, a paradigm event for New York City.

“This year’s New York City Emergency Management Summit offers the unique opportunity to learn about Sandy from the perspectives of NYC’s first responder agencies. The Summit brings together Police, Fire, and Emergency Management officials to give participants a full scope of the events surrounding Hurricane Sandy and to allow others to learn from the City’s preparedness and response efforts.”

Commissioner Salvatore Cassano
Fire Commissioner, New York City Fire Department (FDNY)

As head of the country’s largest fire department, Commissioner Cassano led his team of firefighters, EMTs and paramedics through a stunning job pre-and-post Superstorm Sandy, given such inconceivable circumstances.  As FDNY is still heavily involved in the Sandy recovery efforts still taking place today, the department is already in full review of the response efforts and preparations are underway for the next disaster. Hear Commissioner Cassano give first-hand accounts of what occurred and what steps are being taken for future storms.

This presentation will share how disaster response from AT&T is shaping technology and development for the Public Sector. Bob will discuss the capabilities and how collaboration with the Private Sector has spurred innovation while sharing his insights on the future technologies being explored to enhance field effectiveness.

Video Surveillance Systems
Video surveillance systems are increasingly being used by government, industry and public health organizations as powerful tools to help insure safety. Even the presence of video cameras acts as a deterrent to potential criminals. Given the ever-growing sources of danger and risk to loss of property and life, video surveillance is an extremely valuable and economical means of improving the security/safety of people, buildings and property.  This session will provide an overview of the latest trends and issues on using video to improve public safety and emergency management including market trends and use cases which will exemplify the challenges of recording, managing, sharing and storing vast amounts of data.

Communicating in Tomorrow’s Emergency
An influx of new communications technology presents both opportunities and challenges to Emergency Management leaders. The opportunity is to have more communication tools and technologies; the challenge is to tie them all together in a unified, communications system. This session will examine the path to integrated public/private, voice/data/video communications.  Getting there will require the ability to leverage existing and future technologies.

Disaster Planning
There are actions that should be taken before, during and after an event that are unique to each hazard. Identifying the hazards that have happened or could happen in your area and planning for the unique actions for each are a well-known first step. Knowing what resources can be brought to bear as the severity escalates is also important. This session will focus beyond the basics of disaster planning including lessons learned from recent large events across the nation.

Deputy Chief Charles Dowd
New York Police Department

Deputy Chief Dowd will provide an overview and update of the First Responder Network Authority (FirstNet), the single nationwide interoperable (LTE) wireless broadband public safety network.  Congress has allocated $7 billion dollars for this nationwide communications project.  Hear firsthand the project's status and how it will impact all first responders.  In addition, Deputy Chief Dowd will address some of the highlights and lowlights pertaining to the cities 911 dispatch systems performance during super storm Sandy.

1:30 PM      What’s Your Story? Using Geography as a Platform for Communication    

Each of us has a story to tell, and it has never been more important to think about effectively communicating that story. As our mission of preparedness becomes more complex and the whole community begins to play a role, we need to refine our stories and consider new ways to communicate them.  Your story might be to show vulnerability. Your story might be to tell citizens when and where to evacuate.  Or, your story might be to tell the Mayor or Governor what the current situation is. No matter what the story, a common thread is that they all rely on geography – where evacuation centers are, where resources are staged, where protective measures have been placed before an event, or where a storm is expected to have the greatest impact on lives and property.  Learn how to communicate your story using high quality and focused maps for each person no matter where they are or what device they are using. Your story is important –disseminate it more quickly and efficiently.

Hurricane Sandy was the deadliest and most destructive tropical cyclone of the 2012 Atlantic hurricane season, as well as the second most costly hurricane in United States history.  Sandy affected 24 states, including the entire eastern seaboard from Florida to Maine with particularly severe damage in New Jersey and New York.  The storm surge flooded streets, tunnels and subway lines and cut power in and around NYC and other cities along the coast. Sandy’s damage in the US has been estimated at over $71 billion.

Michael Byrne, FEMA Federal Coordinating Officer will share some of the highlights and lowlights regarding our response and recovery efforts from Hurricane Sandy.

2:50 PM      Mass Fatality Disasters Guidance: What Everyone Should Know

When a catastrophic emergency occurs, hospital morgues will quickly reach capacity and we will need to implement internal mass fatality plans.  This presentation will focus on several past mass fatality events and their impacts on first responders.   James will cover over 15 years of first-hand experience from participating in the response efforts of numerous catastrophic events.   He will provide guidance and coordination for dealing with mass fatality events ranging from natural disasters to terrorist acts and other man-made disasters.
