Ineffective communications put responders in the field at risk, and can mean the difference between life and death for those awaiting help.  Too often, inadequate and unreliable communication systems compromise emergency responders’ ability to respond effectively to incidents that range from day-to-day operations to large-scale emergencies.

Emergency management, law enforcement, fire response, and emergency medical services responders rely on communications technology for support in dangerous and rapidly changing environments.  Innovative solutions and advancements in new technologies are helping keep emergency responders safe while protecting the public.

Amos N. Guiora, Professor of Law, University of Utah, S.J. Quinney College of Law
Professor Amos Guiora teaches Criminal Law, Criminal Procedure, International Law, Global Perspectives on Counter-terrorism, and Religion and Terrorism. He has published extensively both in the US and Europe on issues related to national security, limits of interrogation, religion and terrorism and the limits of power. Professor Guiora is the author of "Global Perspectives on Counterterrorism", "Fundamentals of Counterterrorism", "Constitutional Limits on Coercive Interrogation" and "Freedom from Religion: National Security and Rights".  Professor Guiora served for 19 years in the Israel Defense Forces Judge Advocate General’s Corps (Lt. Col. Ret.). He held a number of senior command positions, including Commander of the IDF School of Military Law, Judge Advocate for the Navy and Home Front Command, and the Legal Advisor to the Gaza Strip.


James P. O’Brien,  Emergency Management Director, Clark County Emergency Management 
For the past 8 years Jim O’Brien has been responsible for managing and coordinating the emergency planning, response, and recovery activities for Clark County.  Jim will share many of the new and unique initiatives his department is in the process of implementing.  As budgets continue to tighten, his presentation will also address the concept of how we can all “work smarter” despite challenging economic conditions while still serving the objectives of emergency management.

Responder organizations are facing a broad array of challenges in preparing to handle major incidents. Emergency Management (EM) Magazine recently conducted a national survey of EM professionals to uncover the most serious challenges that hinder their ability to respond. Tim will review the results and explore strategies available to responder organizations to improve capabilities to respond.

 

Rapid Deployment Demonstration
The Sprint Nextel Emergency Response Team will conduct a rapid deployment exercise where they will demonstrate (with infrastructure, equipment and personnel) how their specialized expertise can restore all forms of communications even in the most remote and overwhelmed conditions.
