Building Readiness and Resilience: It' Everybody's Job!
Federal Coordinating Officer Mark Armstrong of the Federal Emergency Management Agency will share information about FEMA’s latest initiatives and coordinating efforts with both the State of California and County of San Diego. A few of the many important topics Armstrong will be discussing include an update on FEMA’s latest partnership initiatives as well as important lessons learned from past exercises, responses and recovery events.
Armstrong will highlight the recent regional implementation of the National Disaster Recovery Framework, catastrophic housing initiatives and the need for greater resilience at all levels due to climatic change. He will also provide insight on the Southern California Catastrophic Earthquake Plan based on recent experience during California’s Annual State Exercise, Golden Guardian 2012.

Dr. Backer will describe the development of an integrated Public Health and Medical Emergency Function (EF 8) in California. The presentation will also delineate various elements and recent exercises of disaster medical response plans, as well as some areas of future work.

This presentation will share how the certain disaster response experience is shaping technology and development for the Public Sector. It will profile disaster recovery capabilities and how collaboration with the Private Sector has spurred innovation. The presentation will also cover insights on the future technologies being explored to enhance field effectiveness.

Golden Guardian After-Action Panel Discussion
Larger "mega" exercises, like the Golden Guardian statewide exercise, create new and different learning experiences. This panel of senior officials will share their personal experiences from the exercise. Hear about their "aha moments" and what they plan to do within their organizations to learn from the exercise and not repeat the same mistakes in the future. Audience participation will also be an important component for this session.
