Summary

This funding opportunity will support a study that evaluates how customers and the public receive and interpret operational products, and then make critical decisions. The study should apply social science research techniques to evaluate the effectiveness of current operational products, including graphics and uncertainty information, and to suggest more effective alternatives. It is expected the results of this study will be of interest to operational units, as well as emergency managers, public officials, and the weather enterprise as a whole. The public needs NWS watch and warning products that communicate efficiently and effectively including communicating forecast uncertainty. This will allow the public and NWS customers to properly receive, interprete, and make critical decisions. A goal of the Severe Weather Program is to improve the quality of products and services to the public, during severe weather events through the use of social science methodologies. NOAA will give sole attention to individual proposals addressing the identified science priorities from the NWS Office of Climate, Water, and Weather Services as listed below. Proposals must clearly specify which primary science priorities are being addressed. Principal investigators (PIs) must clearly address the science and technology transfer process contained within the proposal. A proposal must contain at least two distinct subtasks addressing one or more of the science priorities: (1) Application of social science research techniques to improve the understanding of vulnerabilities and behavior (adaptation, risk perception) of users of current and proposed NWS products and services during severe weather events; (22) Develop improved methods for communicating watch, warning, and advisory information to the general public and the NWS' partners and customers.
