The closing date of proposal submissions, regardless of mode of submission, is September 13, 2010. All hard copies of proposal packages must be date stamped by courier service or postmarked by U.S. Postal Service by September 13, 2010, 5:00 p.m. EDT in order to be considered for funding. Electronic submissions must be submitted electronically to EPA through Grants.gov (http://www.grants.gov) by September 13, 2010, 11:59 p.m. EDT in order to be considered for funding. Proposals received after the closing date and time will not be considered for funding.

Summary

EPA Office of Environmental Justice is requesting proposals from eligible applicants who will carry out eligible activities to assist local communities facing environmental justice challenges in addressing and adapting community responses to local long-term environmental and/or public health issues as they directly relate to the oil spill. Funding is limited to projects conducted within areas of the states of Alabama, Florida, Louisiana, Mississippi, and Texas that were directly affected by the oil spill. "Affected" is defined as being in the locale that has been directly and adversely impacted by the oil spill. This program is designed for projects that address multi-media environmental and/or public health issues. For this reason, each project must include activities that are authorized by the following two federal environmental statutes: (1) Clean Water Act, Section 104(b) (3): conduct and promote the coordination of research, investigations, training, and studies (including monitoring) relating to the causes, effects, extent, prevention, reduction, and elimination of water pollution. (2) Solid Waste Disposal Act, Section 8001(a): conduct and promote the coordination of investigations, training, projects, public education programs, and studies (including monitoring) relating to solid waste (e.g., health and welfare effects of exposure to materials present in solid waste and methods to eliminate such effects).
