The SAA of each state is to submit completed applications to the U.S. Department of Homeland Security by April 19, 2010. Deadlines and application procedures for local agencies are determined the SAA. It is recommended that local agencies contact their SAA well before the deadline to discuss application procedures and deadlines. The California Emergency Management Agency will announce FY2010 guidance at http://www.calema.ca.gov/WebPage/oeswebsite.nsf/Content/2166D73B476193F288257561008171F4?OpenDocument. Deadlines are expected to be similar in 2011.
The UASI program provides financial assistance to address the unique multi-discipline planning, organization, equipment, training, and exercise needs of high-threat, high-density Urban Areas, and to assist them in building and sustaining capabilities to prevent, protect against, respond to, and recover from threats or acts of terrorism. At least 25 percent of funds allocated from UASI must build state and local law enforcement terrorism prevention capabilities. The UASI program is intended to enhance regional preparedness efforts. Urban Areas must use these funds to employ regional approaches to overall preparedness and are encouraged to adopt regional response structures whenever appropriate. UASI program implementation and governance must include regional partners and should have balanced representation among entities with operational responsibilities for prevention, protection, response, and recovery activities within the region. In some instances Urban Area boundaries cross State borders. States must ensure that the identified Urban Areas take an inclusive regional approach to the development and implementation of the UASI program and involve the contiguous jurisdictions, mutual aid partners, port authorities, rail and transit authorities, campus law enforcement, State agencies, Citizen Corps Council(s), and MMRS jurisdictions in their program activities. UASI funds may be used for a broad range of homeland security expenditures including: (1) Planning Activities, (2) Organizational Activities, (3) Equipment Activities, (4) Training Activities, (5) Exercise Activities, and (6) Personnel. Eligible candidates for the UASI program have been determined through an analysis of relative risk of terrorism faced by the 100 most populous metropolitan statistical areas in the United States.
California received the following UASI allocations in FY2009: Bay Area: $40,638,250; Los Angeles/Long Beach Area: $68,290,450; Anaheim Area/Santa Ana: $12,773,050; Oxnard Area: $2,503,000; Riverside Area: $5,277,150; Sacramento Area: $3,938,350; and San Diego Area: $16,208,500. FY08 California UASI allocations: Bay Area: $37,155,000; Los Angeles/Long Beach Area: $70,402,500; Anaheim Area/Santa Ana: $13,425,000; Riverside Area: $3,251,500; Sacramento Area: $4,045,000; and San Diego Area: $15,510,500. FY07 California UASI allocations: Bay Area: $34,130,000, Los Angeles/Long Beach Area: $72,580,000, Sacramento Area: $4,170,000, San Diego Area: $15,990,000, and Santa Ana/Anaheim Area: $13,840,000.
