The Pipeline and Hazardous Materials Safety Administration (PHMSA), U.S. Department of Transportation (DOT), has issued a request for applications (RFA) from national non-profit employee organizations whose members are engaged solely in fighting fires. These applications are for grants whose purpose is training instructors to conduct hazardous materials response training programs for individuals with statutory responsibility, to respond to hazardous materials accidents and incidents. The purpose of the program is to increase the number of hazardous materials training instructors, thereby increasing the number of training instructors available to conduct hazardous materials responder training programs for individuals with statutory responsibility to respond to hazardous materials accidents and incidents. Funds awarded to an organization under this grant shall only be used to train instructors to conduct hazardous materials response training programs, to purchase training equipment used exclusively to train instructors to conduct training programs and to disseminate information and materials necessary for the conduct of training programs. PHMSA will make a grant to an organization under this program only if the organization enters into an agreement with PHMSA to train instructors, on a nondiscriminatory basis, to conduct hazardous materials response training programs using a course or courses developed or identified as qualified under the curriculum guidelines prepared by PHMSA and its interagency partners, or other course which PHMSA determines are consistent with the objectives of the curriculum guidelines. Ultimate course selection and delivery to responders is the responsibility of Hazardous Materials Emergency Preparedness State and Tribal grantees.
