No application is required for public school districts or laboratory schools. School year attendance data for State recognized, non public schools must be submitted via the Nonpublic School Attendance system on or before July 1 each year. The funds will be distributed automatically, in two payments, each equal to one-half of the recipient's allocation, in October and April annually.
The purpose of this funding is to improve the level of education and safety of students from kindergarten through grade 12 in school districts and State recognized, non public schools. For school districts, the program shall provide funding for school safety, textbooks and software, teacher training and curriculum development, school improvements, remediation programs, school report cards, and criminal history records checks. For State recognized, non public schools, the program shall provide funding for secular textbooks and software, criminal history records checks, and health and safety mandates to the extent that the funds are expended for purely secular purposes. A school district or laboratory school is not required to file an application in order to receive the categorical funding to which it is entitled under this Section. Funds for the School Safety and Educational Improvement Block Grant Program shall be distributed to school districts and laboratory schools based on the prior year's best 3 months average daily attendance (ADA). Funds for the School Safety and Educational Improvement Block Grant Program shall be distributed to State recognized, non public schools based on the average daily attendance figure for the previous school year provided to the State Board of Education. Examples of possible expenditures for School Safety and Educational Improvement Block Grant funds include: Secular textbooks and software related to health and safety; Fingerprint based criminal history records check; Purchase and/or maintenance of automated external defibrillator, AEDs, first aid, and CPR training for staff; Purchase, installation, maintenance, and inspections of general safety equipment such as sprinkler systems, fire doors, intercoms, building alarms, security cameras, etc; Costs associated with crisis planning, including meetings, conducting drills and correcting safety deficiencies identified by local experts and first-responders; Reimbursements to doctors, nurses, or other medical personnel for work at school to perform or support physical exams, immunizations, vision and hearing screenings, dental exams, and general care of students; Costs associated with compliance to Food Service Rules as well as other local, state and federal food safety regulations; Costs associated with compliance to Green Cleaning Requirements, including purchase of green cleaning supplies; Costs of preparing & distributing information on Illinois Sex Offender Registry; Costs associated with use of or access to School Incident Reporting System; Costs associated with health, safety, fire, and food service aspects of state recognition requirements including the correction of identified deficiencies; Costs associated with record-keeping for all health and safety mandates (immunizations, physicals, dental, vision and hearing screening, crisis plan creation and submission, green cleaning policy, wellness plan, etc.)
