The purpose of this grant is to provide funding to support a communications network to keep the volunteer fire service community apprised of vital issues that impact it as the nation's domestic defenders. The need for the volunteer fire and emergency services continues to increase in the 21st century. The United States Fire Administration (USFA) is seeking an application from the National Volunteer Fire Council (NVFC) for this initiative to support the protection of lives and prevention of loss of property from natural and technological hazards by enhancing the safety and effectiveness of the volunteer fire service. The NVFC recognizes the need for collecting information and distributing that information to the volunteer services. The volunteer fire service is most likely to be one of the first lines of response during a major incident (e.g. Weapons of Mass Destruction event, Chemical or Biological attack). Also, volunteer fire services are the primary responders to house fires, commercial building fires, and other events that affect the local community. It is imperative that the relationship between the USFA and NVFC be cultivated to enhance and expand the services provided to the volunteer firefighting community. The NVFC is the only organization that has the capability of reaching out on a national-level to the volunteer fire service community on the significant number of emergency issues that affect them. Volunteer firefighters comprise 72% of the nation's fire service. In America, 87% of fire departments are either all volunteer or mostly volunteer, and they protect 38% of the population. Volunteers comprise the majority of firefighters that are killed in the line of duty.
