Summary

The Fiscal Year (FY) 2011 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP) provides funding support for target hardening activities to nonprofit organizations that are at high risk of terrorist attack and located within one of the specific UASI-eligible Urban Areas. While this funding is provided specifically to high-risk nonprofit organizations under the Department of Defense and Full-Year Continuing Appropriations Act, 2011 (Public Law 112-10), the program seeks to integrate nonprofit preparedness activities with broader State and local preparedness efforts. It is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, State and local government agencies, and Citizen Corps Councils. In FY11 the following areas have been designated as Tier 1 Urban Areas: (1) Los Angeles/Long Beach area, CA, (2) Bay area, CA, (3) San Diego area, CA, (4) National Capital Region, DC, (5) Chicago area, IL, (6) Boston area, MA, (7) Jersey City/Newark area, NJ, (8) New York City area, NY, (9) Philadelphia area, PA, (10) Houston area, TX, and (11) Dallas/Fort Worth/Arlington area, TX. The following have been designated as Tier II Urban Areas in FY11: (1) Phoenix area, AZ, (2) Anaheim/Santa Ana, CA, (3) Riverside area, CA, (4) Denver area, CO, (5) Miami/Ft. Lauderdale area, FL, (6) Tampa area, FL, (7) Orlando area, FL, (8) Atlanta area, GA, (9) Baltimore area, MD, (10) Detroit area, MI, (11) Twin Cities area, MN, (12) St. Louis area, MO, (13) Las Vegas area, NV, (14) Charlotte area, NC, (15) Cleveland area, OH, (16) Cincinnati area, OH, (17) Portland area, OR, (18) Pittsburgh area, PA, (19) Norfolk area, VA, and, (20) Seattle area, WA.

In FY10, approximately $19 million was made available for high-risk non-profit organizations.
