The White House Office of Personnel Management (OPM) has begun an effort to create competency models for use in hiring cyber-security personnel. The OPM is requesting documentation including position descriptions, vacancy announcements, crediting plans, training plans, performance management plans and competency models relating to cyber-security in all federal agencies. Citing the many different kinds of work associated with cyber-security, a memo from OPM Director John Berry to federal chief human capital officers outlined three categories the competency models would fit into: IT infrastructure, operations, maintenance and information assurance; domestic law enforcement and counterintelligence; and specialized cyber-security operations.
